The count comes from Upwork's own agency directory, read category by category: the index covers all 89 directory categories and agencies from 147 countries. An agency is counted once, however many categories list it, and only if its public page shows at least one dollar earned. Listings with no earnings are stored but not ranked, so the figure is the number of agencies that have done paid work on Upwork, not the number of registrations.
Supply is young. 660 of the indexed agencies created their Upwork account in 2026, after 1,886 in 2025, and agencies that joined in the last five years make up 39% of the list. The chart shows the account-creation year of every agency in the index; read it with the earnings distribution, because most of the new supply has not yet won much work.
By country, India has the most agencies with 6,828, followed by United States (4,215) and Pakistan (3,593). Together those three hold 58% of all agencies in the index.
Upwork Inc. does not publish an agency count. Its filings report 763,000 active clients and $966.4M of gross services volume for Q2 2026, but the supply side is not broken out by freelancer or agency, so reading the directory is the only public way to count. Pages are re-read on a rolling schedule and the count moves with each index build.
