Freelancer rates are the hourly rate printed on the public Upwork profiles of freelancers with at least $10,000 in public earnings, for the skill you pick. Agency rates are the low end of the hourly range each agency publishes in its Upwork category. Your rate is placed among them: "more than 62%" means 62% of that group ask less than you, with equal rates counted half.
