Compared with the worldwide figure, JavaScript ES6 developers in Nepal ask 7% less: the median across all 1,492 indexed profiles is $30/hr. See JavaScript ES6 developers rates worldwide.
Track record matters too. Profiles with $10K–50K in lifetime earnings ask a median $25/hr; those with $50K–250K ask $35/hr. Earnings are the public lifetime figure each profile shows, counted at the floor when Upwork prints only a band.
What a client pays is not only the rate. Upwork adds a client marketplace fee on top and takes a service fee from the freelancer's side; how much of the money flowing through Upwork it keeps is on the take rate page. Fixed-price contracts are priced per project, not per hour. And this sample is freelancers who have already earned $10,000 or more on Upwork, so newer profiles, which often start lower, are not in it.
